    The Nigerian Bar Association’s Section on Public Interest and Development Law (NBA-SPIDEL) and the Nigeria Police Force have reached an agreement to review the policy on tinted permits.

    Prof. Paul Ananaba, Chairman of the NBA-SPIDEL, made this known in Ikeja on Thursday during an interactive session organized as part of the build-up to the NBA-SPIDEL Annual Conference in Akwa Ibom.

    Ananaba, a Senior Advocate of Nigeria, SAN, stated that the review aims to ensure the policy aligns with public interest and national security goals.

    The senior lawyer explained that the decision came after several weeks of discussions between both parties, following public complaints about the harassment of motorists with partially tinted vehicle windows.

    He noted that the association stepped in following numerous reports of arbitrary arrests and vehicle impoundments by police officers enforcing the tinted permit policy.

    “Following our discussions with senior police officers, we agreed that enforcement of the tinted permit should be suspended, while a joint review committee is constituted.

    “SPIDEL’s engagement with the police is not confrontational but aimed at promoting accountability and justice in public administration.

    “The committee, comprising representatives of NBA-SPIDEL and the Nigeria Police, will examine the legal and security implications of the policy and recommend new modalities for its regulation,” Ananaba said.

    As the nationwide strike by the Academic Staff Union of Universities (ASUU) commenced yesterday, the President Bola Tinubu-led government has moved to enforce compliance with its directive by mandating an immediate roll call and physical headcount of all academic staff across federal universities.

    In a circular dated October 13, 2025, signed by the Minister of Education, Dr. Tunji Alausa, and addressed to vice-chancellors, pro-chancellors, and other key education stakeholders, the government reaffirmed its position on the “no work, no pay” policy.

    The circular was also distributed to the Head of the Civil Service of the Federation, the Accountant-General of the Federation, and the Executive Secretary of the National Universities Commission (NUC).

    According to the circular, vice-chancellors have been directed to conduct physical verification by taking roll call and head count of lecturers on campus to determine who is actively performing their duties and who is absent due to the industrial action.

    “In line with existing labour regulations, any employee who fails to discharge official duties during a strike period will not be entitled to remuneration for that period,” the circular stated.

    Dr. Alausa expressed the government’s disappointment over ASUU’s decision to proceed with the strike “despite ongoing engagement efforts,” adding that the administration “would no longer condone disruptions to the academic calendar.”

    University administrators are now expected to compile detailed reports distinguishing between staff who are present and working, and those who have joined the strike. These records will be used to determine salary entitlements in line with the “no work, no pay” enforcement.

As the nationwide strike by the Academic Staff Union of Universities (ASUU) commenced yesterday, the President Bola Tinubu-led government has moved to enforce compliance with its directive by mandating an immediate roll call and physical headcount of all academic staff across federal universities. In a circular dated October 13, 2025, signed by the Minister of Education, Dr. Tunji Alausa, and addressed to vice-chancellors, pro-chancellors, and other key education stakeholders, the government reaffirmed its position on the “no work, no pay” policy. The circular was also distributed to the Head of the Civil Service of the Federation, the Accountant-General of the Federation, and the Executive Secretary of the National Universities Commission (NUC). According to the circular, vice-chancellors have been directed to conduct physical verification by taking roll call and head count of lecturers on campus to determine who is actively performing their duties and who is absent due to the industrial action. “In line with existing labour regulations, any employee who fails to discharge official duties during a strike period will not be entitled to remuneration for that period,” the circular stated. Dr. Alausa expressed the government’s disappointment over ASUU’s decision to proceed with the strike “despite ongoing engagement efforts,” adding that the administration “would no longer condone disruptions to the academic calendar.” University administrators are now expected to compile detailed reports distinguishing between staff who are present and working, and those who have joined the strike. These records will be used to determine salary entitlements in line with the “no work, no pay” enforcement.

However, ASUU has not reciprocated this gesture and appears determined to proceed with the planned strike despite the pending offer and ongoing engagement.

    The Ministers reaffirmed that the administration of President Tinubu remains unwavering in its commitment to the welfare of Nigerian lecturers and the stability of the university system.

    They noted that the ongoing reforms in the education sector are anchored on fairness, accountability, and institutional strengthening to ensure sustainable academic excellence.

    While reaffirming the administration’s respect for university autonomy, the Ministers clarified that certain aspects of ASUU’s demands—particularly those relating to internal governance, appointments, and promotions—are statutory responsibilities of university governing councils.

    The decision followed a motion by Deputy Speaker Benjamin Kalu, titled “Urgent Need for a Coordinated Diplomatic and Domestic Response to the Proposed Nigeria Religious Freedom Accountability Act of 2025 (U.S. Senate Bill S.2747)”.

    Kalu said the U.S. bill, introduced on September 9, 2025, which seeks to label Nigeria a “Country of Particular Concern” and impose sanctions under the Global Magnitsky Act, is based on incomplete assessments. 

    He stressed that Nigeria’s Constitution guarantees freedom of religion and that insecurity is multi-causal, driven by insurgency, banditry, separatism, and communal clashes—not religion.

    Lawmakers warned that the U.S. claim could undermine Nigeria’s sovereignty and strain diplomatic ties. Julius Ihonvbere called for swift diplomatic engagement, while Oluwole Oke described the claim as a “deliberate attempt to damage Nigeria’s image.”

    The House reaffirmed constitutional religious freedom, condemned all forms of violence, and rejected the U.S. Senate’s portrayal of Nigeria’s crisis. 

    It also directed the Foreign Affairs Ministry and the Nigerian Embassy in Washington to lodge a diplomatic protest and present factual data to U.S. and international bodies.

    Beyond partisan politics, he was a theologian, entrepreneur, cultural advocate, and founder of the Igbo Intelligentsia Renaissance, a platform dedicated to cultural renewal and intellectual engagement. 

    He also established and led I Stand With ADC, a coalition support group that mobilised citizens for democratic participation.

    The Federal Government, on Tuesday, brokered a truce between the Petroleum and Natural Gas Senior Staff Association of Nigeria, PENGASSAN, and the management of Dangote Petroleum Refinery.

    The Minister of Labour and Employment, Dr Muhammad Maigari-Dingyadi, made this known in a statement on Wednesday at the end of a two-day conciliation meeting in Abuja.

    The meeting, which held on Monday and Tuesday, brought together the National Security Adviser, Ministers of Finance, Budget and Economic Planning, and State for Petroleum (Gas), alongside the DSS, NIA, NNPCL, NMDPRA, NUPRC and labour leaders.

    Recall that the conciliation was convened after PENGASSAN directed its members to stop gas supply and withdraw services from the refinery.

    PENGASSAN had alleged that the company terminated the employment of more than 800 of its members, which triggered the industrial action.

    Meanwhile, Dangote Refinery explained that the disengagement of workers was due to an ongoing restructuring exercise in the company.

    According to the communiqué, the meeting resolved that unionisation is a fundamental right of workers under Nigerian law and must be respected by the company.
