  • The Federal Inland Revenue Service (FIRS) has directed banks, stockbrokers & other financial institutions to begin deducting a 10% withholding tax on interest earned from short-term securities.

    Previously, short-term instruments were exempt from tax to encourage investor returns. Under the new directive, the tax will now be deducted at the point of payment on instruments such as treasury bills, corporate bonds, promissory notes, and bills of exchange.

    It is not yet clear how much revenue the government expects to generate from this move. Short-term bills are popular among investors due to their attractive yields and quick maturity periods.

    FIRS noted that investors will receive tax credits for the amounts withheld unless the deduction counts as a final tax. However, interest on Federal Government bonds remains exempt.

    “All relevant interest-payers are required to comply with this circular to avoid penalties & interest as stipulated in the tax law,” FIRS Executive Chairman Zacch Adedeji said in the notice.

    Members of the House of Representatives have raised alarm over alleged terrorist threats to bomb the National Assembly Complex in Abuja, warning that such an attack could paralyse legislative activities and destabilise the country’s democracy.

    Chairman of the House Committee on Internal Security, Garba Muhammad, disclosed this on Tuesday during a public hearing on a bill seeking to establish the Legislative Security Directorate — a proposed agency to coordinate and manage security within the parliament.

    Muhammad revealed that intelligence reports had uncovered plans by terrorist groups to attack the complex and by protesters to lock it down. He decried rising security lapses within the premises, including car and motorcycle theft, fake identity cards, vandalism, and infiltration by unregistered visitors.

    He warned that if urgent measures were not taken, legislative sessions and national functions could be disrupted.

    “If proper measures are not taken, it will truncate legislative activities. If activities are thwarted, there will be no representation, no oversight, no annual budget, and no plenary — which will destabilise our democracy,” he said.

    Muhammad described the proposed security directorate as a proactive initiative to strengthen the National Assembly’s defences, adopting global best practices in parliamentary security.

    He also urged State Houses of Assembly to tighten their own security, stressing that “threats to legislative institutions are threats to democracy itself.”

    Minister of the Federal Capital Territory (FCT), Nyesom Wike, has arrived in Dubai, United Arab Emirates, to participate in the 2025 Asia Pacific Cities Summit and Mayors’ Forum (2025APCS).

    Wike left Abuja on Sunday and touched down in Dubai around 4 a.m. on Monday. 

    He was received at the airport by Nigeria’s Consul General in Dubai, Ambassador Zayyanu Ibrahim, along with senior officials of the Federal Capital Territory Administration who arrived ahead of him.

    Those on the reception team included the Acting Executive Secretary of the Federal Capital Development Authority, Engr.     Security sources said the suspect’s online activities were closely monitored before his arrest. Following the intelligence trail, DSS operatives apprehended Chukwuma at his residence in Oyigbo.

    Investigations are ongoing, and preliminary findings indicate that the suspect has been cooperating with security agents. The DSS is expected to issue an official statement on the incident.

    Minister of Works, David Umahi, says the Tinubu administration is pioneering a new generation of highways designed to last 50 to 100 years, moving away from Nigeria’s history of short-lived roads.

    During an inspection of the Abuja–Kaduna–Zaria–Kano Expressway, he explained that the ministry is adopting innovative designs prioritising durability, cost-effectiveness and the recycling of existing asphalt layers reinforced with concrete to withstand heavy traffic and harsh weather.

    “The goal is to build roads that last, save funds and boost growth,” Umahi said, stressing the shift from flexible asphalt to rigid concrete pavements to cut long-term maintenance costs. He warned contractors against removing structurally sound asphalt, describing it as wasteful and technically unsound.

    The Abuja–Kaduna section, handled by Infiouest International Limited, is one of Nigeria’s most advanced road projects, with over 300 heavy-duty machines deployed, and Umahi praised the contractor for meeting international standards.

  • Private Lawyers to Pay N5M for the Application of SAN Title.

    The Legal Practitioners’ Privileges Committee (LPPC) has announced the opening of applications for the 2026 conferment of the Senior Advocate of Nigeria (SAN) title, with new non-refundable processing fees for applicants.

    In a statement issued by Kabir Eniola Akanbi, Chief Registrar of the Supreme Court and LPPC Secretary, private legal practitioners are required to pay N5 million, while lawyers in government service will pay N2.5 million.

    The application portal www.lppconline.com will open at 12:00 a.m. on November 1, 2025. Applicants must upload evidence of payment along with clear copies of all mandatory documents. Any unclear or incomplete submissions will be rejected.

    Beyond the online submission, five flash drives containing the completed application form and all uploaded documents must be delivered to the LPPC Secretariat.

    Academic applicants are also required to submit seven photocopies of their CV and Impact Statement, plus a flash drive of their published works.

    The deadline for online submissions is 12:00 noon on January 31, 2026, while all flash drives must be submitted by 4:00 p.m. on February 2, 2026. Late submissions will not be accepted.

    The SAN title is the highest professional recognition for Nigerian lawyers, granted to those who have demonstrated excellence in legal advocacy or academic contribution.

    The new fees have drawn criticism. Former National Human Rights Commission Chairman, Prof. Chidi Odinkalu, questioned how honest public service lawyers are expected to afford the cost.

    He wrote on X: “Private applicants will pay N5m. Public servants N2.5m. How is an honest public servant supposed to find this? Very soon, they will price SAN into extinction.”

  • Reps Approve Pres. Tinubu’s $2.35bn Loan Request, $500m International Sukuk for 2025 Budget

    The House of Representatives has approved President Bola Tinubu’s request to secure $2.35 billion in external loans to help finance part of Nigeria’s 2025 budget deficit. 

    The House also approved the issuance of a $500 million sovereign sukuk in the international market to support infrastructure development & diversify government funding sources.

    The approvals followed the adoption of a report by the House Committee on Aids, Loans & Debt Management during plenary on Wednesday.

    In line with the 2025 Appropriation Act, the House endorsed the implementation of N1.84 trillion in new external borrowing at a budget exchange rate of N1,500/$1, to partly fund the projected N9.28 trillion federal deficit.

    President Tinubu had earlier written to the National Assembly requesting approval, citing Sections 21(1) & 27(1) of the Debt Management Office Act, which require legislative consent for external borrowing.

    The President stated that the loans may be raised through Eurobonds, syndicated loans, or bridge financing, depending on market conditions. He noted that interest rates would likely align with current yields on Nigeria’s existing international bonds, which range from 6.8% to 9.3%.

    On the $500 million international sukuk, Tinubu explained that it would attract new investor groups, deepen Nigeria’s securities market, and fund critical infrastructure. 

    He added that Nigeria has already raised over N1.39 trillion through domestic sukuk issuances since 2017 for major road and capital projects, and the international sukuk would complement these efforts. Up to 25% of the funds may be used to refinance existing high-cost debt.

    The approvals clear the way for the Federal Government to proceed with the financing plans.

On the $500 million international sukuk, Tinubu explained that it would attract new investor groups, deepen Nigeria’s securities market, and fund critical infrastructure.  He added that Nigeria has already raised over N1.39 trillion through domestic sukuk issuances since 2017 for major road and capital projects, and the international sukuk would complement these efforts.     Ifemeludike said Soludo’s administration has failed to deliver good governance or quality social amenities, claiming he is only interested in showmanship. “If you miss out, you will suffer for it because Soludo is not ready to provide real leadership,” she said.

    In a Facebook post directed at the governor, she asked, “@ccsoludo, why are you afraid to repair the capital city’s bad roads? Awka shouldn’t look so rural and undeveloped. With FAAC, local allocations, and IGR, we should have Dubai/Taiwan-style infrastructure.”

    She urged voters not to be deceived but to come out en masse to make a better choice on election day. “On November 8, you have a choice — and that choice is Chioma for governor 2025,” she declared.

    During the meeting, ASUU emphasised that its appeal was not politically motivated but borne out of the desire to find a lasting solution to the issues that have repeatedly disrupted academic activities across the country.

    Professor Piwuna noted that the continuous breakdown in communication between the two parties has deeply affected the nation’s education sector, with students and parents bearing the greatest burden.

    “We are confident that Senator Wamakko’s intervention can bridge the existing gap between the Federal Government and ASUU. Our goal is to ensure stability in the university system and to prevent future disruptions that have so far hindered academic progress.”

    The union outlined key expectations from the senator’s involvement, including facilitating discussions between ASUU leadership and the Federal Government, urging both parties to recommit to the implementation of past agreements, and developing a structured framework for continuous engagement to avert future crises.

    PORT HARCOURT — The Special Assistant on Media and Public Affairs to former Minister of State for Petroleum, Chief Timipre Sylva, Chief Julius Bokoru, has dismissed rumours linking his principal to an alleged coup plot, describing them as false and politically motivated.

    Bokoru stated that the former Bayelsa State governor had no connection to any coup-related activity, affirming that Sylva remains a committed democrat and supporter of President Bola Ahmed Tinubu.

    According to him, the rumour was the handiwork of political opponents seeking to tarnish Sylva’s image ahead of the 2027 elections.

    He confirmed, however, that Sylva’s Abuja residence was recently raided by individuals believed to be operatives of the Defence Headquarters, during which some damage occurred.

    “For the avoidance of doubt, it is true that the residence of His Excellency, Chief Timipre Sylva, was recently subjected to a raid by individuals believed to be operatives of the Defence Headquarters. During the operation, considerable damage was inflicted on the property,” Bokoru said.

    He added that the reason for the raid was not communicated by the security operatives, noting that Sylva and his wife were out of the country at the time.

    “As of my last communication with His Excellency, he was undergoing routine medical checks in the United Kingdom, after which he was scheduled to attend a professional conference in Malaysia,” he stated.

    Akinola stated that the government is committed to modernising ports nationwide, stressing that the ministry has begun procurement for the upgrade of ports in Warri, Port Harcourt, Calabar, and Onne, alongside the ongoing modernisation of Apapa and TinCan Island ports.
