FG Targets Fully Paperless Civil Service by December 2025

The Federal Government has announced plans to transition the Nigerian Civil Service to a fully paperless system by the end of 2025.
This was disclosed by the Head of the Civil Service of the Federation, Dr. Didi Esther Walson-Jack, during a press briefing in Abuja on Wednesday as part of events marking the 2025 African Public Service Day and Civil Service Week.
Dr. Walson-Jack said the transition aligns with the Federal Civil Service Strategy and Implementation Plan (FCSSIP) 2021–2025, which is set to conclude this December.
“Even before I took office, the Office of the Head of Civil Service of the Federation (OHCSF) had already gone paperless. Our current focus is expanding this transformation across all Ministries, Departments, and Agencies (MDAs),” she said.
She revealed that the Federal Ministry of Health recently became the 11th ministry to adopt an Enterprise Content Management System (ECMS), with other ministries at different stages of implementation.
To support the digital shift, the government is partnering with organizations to fund technology adoption in various ministries. “The race to December 31, 2025, is on, and with hard work and God’s grace, the Nigerian Civil Service will be fully paperless by then,” Walson-Jack stated.
Highlighting other initiatives, she spoke about a recent study tour to Singapore involving 20 State Heads of Service. Supported by the United Nations Development Programme (UNDP), the visit aimed to benchmark international best practices and strengthen collaboration between federal and state civil service institutions.
“This tour was a major step in our ongoing efforts to improve service delivery by sharing knowledge across federal and state levels,” she added.
